
Wesley Chu
Chen Tso, Chu (Wesley)is a distinguished scholar and practitioner, specializing in AI, data-related legal regimes, and export control regulations. He is a practicing attorney both in Taiwan and mainland China, serving as Secretary-General of the International Artificial Intelligence and Law Research Foundation, Deputy Chairman of the Technology Law Committee of the Taiwan Bar Association, director of the Taiwan Technology Industry Legal Officers Association (TILO), and a columnist for Taiwan’s well-known publication CommonWealth Magazine.
Wesley has over ten years of corporate legal experience, having served as Chief Legal Officer at Sharp Corporation in Japan and Foxconn Technology Corporation in Taiwan. He managed legal teams across Taiwan, Japan, mainland China, Europe, the United States, and Southeast Asia.Since 2019, he has been promoting AI legal frameworks and education in Taiwan. He co-founded the International Artificial Intelligence and Law Research Foundation, which published five AI law books and over 100 academic papers. In May 2024, he and the foundation drafted Taiwan’s first “AI Basic Law,” submitted to the Legislative Yuan. Starting in July 2024, he will collaborate with four major universities in Taiwan, promoting AI general education focusing on generative AI and AI governance.
Wesley holds a LL.B from Soochow University in Taiwan, a LL.M from National Taiwan Ocean University, and a Ph.D in Law from Tsinghua University in Beijing, with legal expertises and corporate management experiences across Taiwan, mainland China, and Japan.
